Tempe smoker Michael Irish, who smokes a pack a day, said he wonders how Tempe plans to enforce the ban.
"I think the other side did a good job of misinforming people," his friend Jerry Scheirer said.
Both men said they'll start hanging out at bars elsewhere.
The ban's strongest support came from south Tempe, where the majority of the city's families live, City Clerk Kathy Matz said.
